Our 2009 TOP planning consultation will provide an opportunity for employers, unions, service providers and others to share their ideas and opinions about what is working and what is not working in terms of local labour force and workforce development, and what changes are needed to create a strong and competitive local labour market planning framework in Simcoe County.

Simcoe County TOP 2009 Trends and Themes
Simcoe County communities continue to grow
Simcoe County communities continued to experience significant population growth between 2001 and 2006 as new residents moved into the area - growth that has created demands for new or added local services. Simcoe County’s population grew +12%, Ontario grew 6.6%.
Shift in key Employer and Employment sectors
The area economy is experiencing significant structural changes in the labour market with a shift from manufacturing to services.
Contract and self-employed businesses grew to makeup 58% (26,851) of all area employers. Particular challenges face these small businesses in recruiting and retaining staff, and employee training to increase business competitiveness.
Construction and Manufacturing saw declines in the number of industries in most sectors with a corresponding loss of jobs. These sectors are looking to increase employee skills and productivity to maintain competitiveness in difficult economic times. What re-skilling and up-skilling is needed for continuous improvement in productivity and competitiveness?
Retail and service industries and businesses showed growth overall in both number of employers and employment. While the retail and service industries are a substantial source of employment, many of these jobs are dependent on local economic stability and growth. What are the key opportunities and challenges facing this sector in today’s economy?

Skilled labour and trades shortages
In the past, area employers faced shortages of skilled and experienced workers and trades persons. As baby-boomers retire, a significant amount of experience will be lost. Are employers having problems today attracting and recruiting skilled employees? What training and skills development do employers require to remain competitive in today’s economy?
Lack of labour market information
The local labour market is changing rapidly. Do area employers have the local labour market information and resources they need to attract and retain a qualified and skilled workforce? Do employees looking for work know where to get and how to use current labour market information to find and secure employment?
Youth employment
There has been a gap between employers’ and youth attitudes and expectations about work. Youth are the workforce of tomorrow - What can be done to close this gap?
Workplace skills
Given advances and changes in the workplace (technology, automation, business changes, etc.), essential workplace skills are a cornerstone for building competitive workforces. Forecasts indicate that the need for literacy and workplace essential skills will continue to grow. What can employers and service providers do to increase literacy and essential skills?
Business - Industry - Community Partnerships
What local economic and labour force development approaches can be taken to positively influence future labour market and workforce development in Simcoe County?
